RFP for Emergency Medical Care and Ambulance Services #14612

This is only the City of Gulfport's portion of the RFP.

Sealed proposals will be accepted by the Board of Supervisors of Harrison County, Mississippi, at the Emergency Management Conference Room in the First Judicial District Courthouse in Gulfport, Mississippi,
until the hour of 4:00 o’clock P.M. on THURSDAY, DECEMBER 28, 2023 for “Providing EMERGENCY MEDICAL CARE AND AMBULANCE SERVICES to the Citizens of Harrison County, Mississippi” (Includes Cities of D’Iberville, Gulfport, Long Beach and Pass Christian).

All prospective bidders may obtain a Specification Package by visiting www.centralbidding.com, www.harrisoncountyms.gov, or www.harrisoncountybids.com RFP documents are also available at the Harrison County Purchasing Department, 1801 23rd Ave., Gulfport, MS 39501, or calling (228) 865-4028, or email to jswilliams@co.harrison.ms.us

All proposals must be on file with the Clerk of the Board prior to the opening time as stated above. All proposals must be sealed and clearly marked on the outside of the envelope as indicated “Providing EMERGENCY MEDICAL CARE AND AMBULANCE SERVICES to the Citizens of Harrison County, Mississippi” (Includes Cities of (Includes Cities of D’Iberville, Gulfport, Long Beach and Pass Christian) to be opened on December 28, 2023.”

“Hard Copy, Printed, and Sealed Submissions.” Firms/individuals interested in providing these services may so indicate by furnishing the Harrison County Board of Supervisors one (1) Original, twelve (12) copies (clearly identified), and one (1) USB Flash Drive of the Firm’s proposal.

“ALL Sealed Submissions” must be on file with the Clerk of the Board prior to the opening date and time as stated above. All submissions must be sealed and clearly marked on the outside of the envelope as indicated “RFP FOR EMERGENCY MEDICAL CARE AND AMBULANCE SERVICES to the Citizens of Harrison County, Mississippi” (Includes Cities of D’Iberville, Gulfport, Long Beach, and Pass Christian), to be opened Thursday, December 28, 2023”. Envelopes not so marked are submitted at the risk of the prospective firm/individual and the County assumes no responsibility for the premature opening of same by any County employee.

“Sealed Submissions” sent through the U.S. Mail are done so at the risk of the Prospective Vendor and should be addressed to the Harrison County Board of Supervisors, in care of the Chancery Clerks Office, Post Office Drawer CC, Gulfport, Mississippi, 39502 or 1801 23rd Avenue, Gulfport, Mississippi 39501. The County is NOT responsible for Sealed Submissions that arrive in the mail after the designated opening time. Sealed Submissions may be delivered in person to the Harrison County Chancery Clerk’s Office in the First Judicial District Courthouse located at 1801 23rd Avenue, Gulfport, Mississippi until 5:00 P.M., Wednesday, December 27, 2023, or in the Emergency Management Conference Room at the First Judicial District Courthouse in Gulfport, Mississippi, on Thursday, December 28, 2023, prior to the opening time as listed above.

If the agency is closed for any reason, including but not limited to: acts of God, strikes, lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods, or other natural disasters (the “Force Majeure Events”), which closure prevents the opening of submissions at the advertised date and time, all submissions received shall be publicly opened and read aloud on the next business day that the agency shall be open and at the previously advertised time. The new date and time of the submission opening, as determined in accordance with this paragraph, shall not be advertised, and all Vendors/Contractors, upon submission, shall be deemed to have knowledge of and shall have agreed to the provisions of this paragraph. Bids (proposals) shall be received by the agency until the new date and time of the opening as set forth herein. The agency shall not be held responsible for the receipt of any submission for which the delivery was attempted and failed due to the closure of the agency as a result of a Force Majeure Event. Each Vendor/Contractor shall be required to ensure the delivery and receipt of its Sealed submission by the agency prior to the new date and time of the public opening.

The Owner reserves the right to accept or reject any and all submissions and to waive informalities.

Submissions may be held by the Owner for a period not to exceed sixty (60) days from the date of submittal for the purpose of reviewing and investigating the proposals of Firms, prior to awarding of the Contract.
