The City of Gulfport is seeking sealed bids for dredging of the Ken Combs Boat Launch due to Hurricane Zeta. Sealed bids will be received in the Office of Procurement located at 1410 24th Avenue, Hardy Building, 2nd Floor, Gulfport, MS 39501 until 10:00 a.m., local time on January 9, 2024, either by mail or hand delivery, after which time they will be opened and read aloud.

Scope of Work: dredging area near Ken Combs Boat Launch and Pier south of Courthouse Road and placing material on the beach.

A Pre-Bid Meeting will be held at 10:00 a.m., on December 21, 2023, at the following location: Gulfport Engineering Department 4050 Hewes Ave., Gulfport, MS 39507.

Questions – All questions regarding this bid must be submitted in writing to Sarah McLellan, P.E. via email at sarah@ccellc.us or by mail to 2300 14th Street, Gulfport, MS 39501 and must be received by the end of business 5:00 p.m. CST, Tuesday, January 2, 2024. Questions submitted after this date will not be considered. Bidders shall provide an email address or fax number to direct the consolidated “question and answer” document. Answers will be provided in writing and transmitted via email or fax to all prospective bidders who are known to have requested and received a copy of the bid package. Only answers transmitted in this manner will be considered official and valid. No negotiations, decisions, or actions shall be initiated by any bidder as a result of any verbal discussion.

The City is NOT responsible for bids which are mailed to the wrong address or which arrive in the mail after the designated bid opening time. Bids may be delivered in person to the Office of Procurement prior to the bid opening at the time, date and location listed above.

The project will be awarded to the lowest and best bidder. However, the City of Gulfport reserves the right to accept or reject any or all bids or to waive any informality.

The successful bidder must adhere to the City’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin or handicap.

For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of sealed proposal as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected and not considered for award. If no such law exists in the nonresident contractor’s state, then the non-resident contractor may provide a statement to that effect.

No bidder may withdraw his bid within one-hundred and twenty (120) days after the actual date of the  opening thereof.

The project is partially funded by FEMA and the State of Mississippi. All federal and state bidding requirements including the procurement process shall be followed including opportunity for participation by minority and women-owned business enterprises in the procurement of goods and services. Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small and minority owned business and women business enterprises.

Any contract resulting from this solicitation will be subject to the terms and conditions of the funding Agreement between the City of Gulfport and FEMA, any applicable funding agreement terms and conditions, Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. § 5121 and 5207, as amended, Title 44 of the Code of Federal Regulations, Part 206, Subpart G and H, all applicable terms and conditions in 2 CFR Part

200 of the Office of Management and Budget (“OMB”) Uniform Guidance for Grants and Cooperative Agreements, as amended on August 13, 2020, including Appendix II to 2 CFR Part 200, and all other OMB circulars, executive orders or other federal laws or regulations applicable to the services provided under this contract. All of these terms and conditions apply to the City of Gulfport and its Contractors, as well as any covered subcontractors or vendors whose work is funded as a result of this solicitation.

Direct contact with any City employee, GRC Commissioners, including Administration and City Council, on the subject of this proposal is strictly forbidden. Violation of this paragraph will result in disqualification of your submission.
