The City of Gulfport is seeking sealed bids for WA #14, VA Laundry Re-Roof Lump Sum Bid Project. Sealed bids (or at the Bidder’s option, electronically submitted Bids) will be received in the Office of Procurement located at 1422 23rd Avenue, Jones Building, Gulfport, MS 39501, until 10:00 a.m., local time on August 5, 2025, either by mail or hand delivery, after which time they will be opened and read aloud for the following project:

Scope of Work: the project consists of the removal of the existing ballasted TPO roofing system down to the metal deck and replacement of approximately 43,750 SF of new TPO roofing system, to include but not limited to, TPO membrane, TPO adhesive, rigid polyiso tapered insulation, rigid polyiso insulation, concrete primer, retrofit roof drains, crickets, coping cap and all related accessories for a complete roofing system installation.

Plans and specifications may be obtained from the Procurement Office, 1422 23rd Avenue, Jones Building, Gulfport, MS 39501 between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.

Questions – All questions regarding this bid must be submitted in writing to Nathan Long, EI via email at nathan@ccellc.us or by mail to 2300 14th Street, Gulfport, MS 39501 and must be received by the end of business 5:00 p.m. CST, Thursday, July 28, 2025. Questions submitted after this date will not be considered. Bidders shall provide an email address or fax number to direct the consolidated “question and answer” document. Answers will be provided in writing and transmitted via email or fax to all prospective bidders who are known to have requested and received a copy of the bid package. Only answers transmitted in this manner will be considered official and valid. No negotiations, decisions, or actions shall be initiated by any bidder as a result of any verbal discussion.

The City is NOT responsible for bids which are mailed to the wrong address, or which arrive in the mail after the designated bid opening time.  Bids may be delivered in person to the Office of Procurement prior to the bid opening at the time, date and location listed above.

The project will be awarded to the lowest and best bidder.  However, the City of Gulfport reserves the right to accept or reject any or all bids or to waive any informality.

The successful bidder must adhere to the City’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin or handicap.

Bids shall be submitted on the blank Bid Form furnished with the specifications and must be accompanied by a bid security in the form of a Certified Check, Cashier’s Check or acceptable Bid Bond, payable to The City of Gulfport, in the amount equal to at least five percent (5%) of the base bid; such security to be forfeited as liquidated damages, not penalty, by any bidder who may be awarded the contract but who fails to carry out the terms of the proposal, execute the contract and post a performance bond in the form and amount within the time specified. 

All regulations pertaining to federally funded projects apply. Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small, and minority owned business and women business enterprises.

For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of sealed proposal as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-321(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected and not considered for award. If no such law exists in the nonresident contractor’s state, then the non-resident contractor may provide a statement to that effect.

No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.

Direct contact with any City employee, GRC Commissioners, including Administration and City Council, on the subject of this proposal is strictly forbidden. Violation of this paragraph will result in disqualification of your submission.
