The City of Gulfport is inviting sealed bids for the North Gulfport Wastewater Treatment Plant Filter Roof Structure (MCWI No. 149-2-CW-5.5). Bids must be submitted to the Office of Procurement at 1410 24th Avenue, Hardy Building, 2nd Floor, Gulfport, MS 39501,
by 10:00 a.m. local time on January 22, 2026. Bids can be delivered via mail, hand delivery, or uploaded to The City of Gulfport's Plan Room at www.gulfportmsbids.com. After the specified time, bids will be opened and read aloud. The proposal and contract documents should be enclosed in a sealed envelope marked North Gulfport Wastewater Treatment Plant Filter Roof Structure (MCWI No. 149-2-CW5.5)” and delivered to the City of Gulfport Procurement Department at the aforementioned address. Alternatively, submissions can be made electronically at www.gulfportmsbids.com before the designated deadline.

Scope of Work: This project consists of the procurement and installation of a pre-engineered clear span metal roof structure, along with the associated concrete foundations and lighting/power package, plus a fully coordinated top running overhead traveling crane system to service the four filter basins, plus any other associated scope of work included in the contract documents.  

Plans and specifications may be obtained from the Procurement Office, 1410 24th Avenue, Hardy Bldg., Gulfport MS 39501 between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.

All inquiries regarding this bid should be directed in writing to Ben Benvenutti, P.E. at ben@ccellc.us. Questions must be received no later than January 15, 2026, at 10:00 a.m. CST to be considered. Any questions submitted after this deadline will not be entertained.

The City is NOT responsible for bids which are mailed to the wrong address or which arrive in the mail after the designated bid opening time. Bids may be delivered in person to the Office of Procurement prior to the bid opening at the time, date and location listed above.

The project will be awarded to the lowest and best bidder. However, the City of Gulfport reserves the right to accept or reject any or all bids or to waive any informality.

The successful bidder must adhere to the City’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin or handicap.

No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.

The Contractor shall adhere to all procurement requirements as per document 2 CFR 200 as a part of the project expected to be funded in whole or in part by anticipated funds from the Mississippi Municipality & County Water Infrastructure (MCWI) Grant Program with anticipated American Rescue Plan Act (ARPA) funds.

Each bid must be accompanied by a bid security (which may be prepared in the form a bid bond), duly executed by the bidder as principal and having as surety thereon a surety company approved by Owner, in the amount of five percent (5%) of the bid, or a certified check in the amount of five percent (5%) of the bid.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
